Can I add a worker without an email address to a Daywork Sheet?

Yes. You can Add New Workers on Daywork Sheets from inside the Labour section of a Daywork Sheet or inside of the Site teams tool if you have the 'Create Contacts' granular permission enabled or 'Admin' permissions on the Project's Directory tool, see Grant Granular Permissions in a Project Permissions Template.
